Can't advise you on the cosmetics themselves, but I have a lot of experience with the buy duty-free/buy elsewhere decision.
Note that ';duty-free'; does NOT always mean the item costs less and many duty-free shops actually charge more than shops outside the airport. Some airports (like Amsterdam) have a good reputation for shopping, but most duty-free stores know they have a captive audience and take advantage of that.
Also, ';duty-free'; shops rarely have as complete a selection as a large department store - and their merchandise may have been sitting around for quite a while.
Much depends on if you want to spend some of your time in LA shopping for cosmetics. If that is not a problem then wait to buy - it also saves you from having to carry-on a bunch of cosmetics that may not pass the ';liquids %26amp; gels'; restrictions at security.

California does not appear to have a tax-refund program for international visitors, but ask when you make the purchase.
