Practically everything is a dollar, and GREAT quality! I order from there all of the time and haven't had a problem with anything.

Definitely ELF. Try the Studio Line, they have a gorgeous mini makeup collection as well as some great brushes. They sell cases for cosmetics too.

Target ! They have all brands of make up and very good quality ones, and most of the time Target is much cheaper than drugstore prices when it comes to cosmetics ! Its where I buy all of mine :)
MAC cosmetics are great quality for a good price. CVS and Kmart sell cheap but good quality make-up brushes.
walmart! they all kinds of nice but afordable make up!
ebay i get things like mac and urban decay kits for alot cheaper than stores
